COUNCIL SUBCOMMITTEE ON BOARDS & COMMISSIONS APPOINTMENTS CITY OF PEORIA, ARIZONA Ironwood Conference Room April 25, 2011 A meeting of the Council Subcommittee on Boards and Commissions Appointments for the City of Peoria, Arizona was convened by Chairperson Carlat in open and public session at 8401 West Monroe, Peoria, Arizona, on April 25, 2011 at 9:01 a.m. Members Present: Chairperson Cathy Carlat, Councilmember Joan Evans, and Councilmember Tony Rivero. Members Absent: None. Staff Present: Wanda Nelson, City Clerk; Steve Kemp, City Attorney; Chris Jacques, Acting Director, Planning and Community Development; Jeff Tyne, Acting Director, Community Services; Kirk Haines, Parks Manager; Lisa Houg, Contract Officer; David Hunenberg, Library Manager; Andre Licardi Cultural Arts Coordinator; and Natalie Gilstrap, Executive Assistant. NOTE: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the Council Subcommittee, and may be enacted by one motion. There is no separate discussion of these items unless a Council Subcommittee member so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. CONSENT – New Business: 1C Minutes Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to approve the minutes of the March 28, 2011 Council Subcommittee meeting. Upon vote, the motion carried unanimously 3 to 0. REGULAR AGENDA NEW BUSINESS: 2R Board and Commission Interviews The Council Subcommittee interviewed Charles Marr for consideration for appointment to the Planning and Zoning Commission. The Council Subcommittee interviewed Pamela Potter consideration for appointment to the Arts Commission. The Council Subcommittee interviewed Benjamin Geiger consideration for appointment to the Veterans Memorial Board. 3R Board and Commission Meeting Minutes Review Discussion ensued regarding various draft meeting minutes. 4R Board and Commission Vacancies ARTS COMMISSION The term for John Buonagurio, regular member, expires in June 2011. Linda Ballance and Wayne Baxter have resigned. Mr. Buonagurio is ineligible for reappointment. One (1) vacancy is created with a partial term to expire June 2012, one (1) vacancy is created with a partial term to expire June 2013, and one (1) vacancy is created with a term to expire June 2015. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to appoint Steve Poe as a regular member to the Arts Commission, for a partial term to expire June 2013. Upon vote, the motion carried unanimously 3 to 0. Motion was made by Councilmember Rivero, seconded by Councilmember Evans, to appoint Pamela Potter as a regular member to the Arts Commission, for a term to expire June 2015. Upon vote, the motion carried unanimously 3 to 0. The Subcommittee also directed staff to schedule an interview. BOARD OF ADJUSTMENT The term for Shelby Duplessis, alternate member, expires December 2011. The City Clerk’s Office has been notified that Ms. Duplessis recently moved out of the City of Peoria and is ineligible to serve on the Board of Adjustment. One (1) vacancy is created with a partial term to expire December 2011. A recommendation for appointment was not made. LIBRARY BOARD The term for Steve Poe, regular member, expires June 2011. Mr. Poe has served two full terms and is ineligible for reappointment due to term limits for scheduled Boards and Commissions. One (1) vacancy is created with a term to expire June 2015. A recommendation for appointment was not made. PLANNING AND ZONING COMMISSION The term for Marc Melbo, regular member, expired in December 2010. Mr. Melbo is eligible for reappointment. One (1) vacancy is created with a term to expire December 2014. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to appoint Charles Marr as a regular member to the Planning and Zoning Commission, for a term to expire December 2014. Upon vote, the motion carried unanimously 3 to 0. PUBLIC DEFENDER CONTRACT REVIEW COMMITTEE The term for Elizabeth Reyes, regular member, expires in June 2011. Ms. Reyes is eligible for reappointment. One (1) vacancy is created with a term to expire June 2015. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to appoint William Schindler as a regular member to the Public Defender Contract Review Committee, for a term to expire June 2015. Upon vote, the motion carried unanimously 3 to 0. SISTER CITIES BOARD The terms for Bonnie Apperson and Patty Fusco, regular members, expired in December 2010. Scott Clark has resigned. Ms. Apperson and Ms. Fusco are eligible for reappointment. One (1) vacancy is created with a partial term to expire December 2012 and (2) vacancies are created with terms to expire December 2014. Recommendations for appointments were not made. VETERANS MEMORIAL BOARD The term for Larry Lichtenberg, regular member, expired in December 2010. Mr. Lichtenberg is eligible for reappointment. One (1) vacancy is created with a term to expire December 2014. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to appoint Benjamin Geiger as a regular member to the Veterans Memorial Board, for a term to expire December 2014. Upon vote, the motion carried unanimously 3 to 0. 5R Municipal Development Authority The Council Subcommittee indicated that discussion regarding the Municipal Development Authority was not required as it was addressed on February 28, 2011 as part of the discussion with member reappointments. 6R Volunteer Firefighter Pension Board The Council Subcommittee indicated that discussion regarding the Volunteer Firefighter Pension Board was not required. Staff Report: Wanda Nelson, City Clerk, reported on the Boards and Commissions recognition event held at Skye Fine Dining on April 15, 2011. Committee Report: None.
