COUNCIL SUBCOMMITTEE ON BOARDS & COMMISSIONS APPOINTMENTS CITY OF PEORIA, ARIZONA Ironwood Conference Room January 31, 2011 A meeting of the Council Subcommittee on Boards and Commissions Appointments for the City of Peoria, Arizona was convened by Chairman Carlat in open and public session at 8401 West Monroe, Peoria, Arizona, on January 31, 2011 at 9:04 a.m. Members Present: Chairman Cathy Carlat, Councilmember Joan Evans, and Councilmember Tony Rivero. Members Absent: None. Staff Present: Wanda Nelson, City Clerk; Steve Kemp, City Attorney; JP de la Montaigne, Community Services Director; David Hunenberg, Library Manager; Debbie Card, Treasury Manager; and Natalie Gilstrap, Executive Assistant. NOTE: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the Council Subcommittee, and may be enacted by one motion. There is no separate discussion of these items unless a Council Subcommittee member so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. CONSENT – New Business: 1C Minutes Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to approve the minutes of the December 6, 2010 Council Subcommittee meeting. Upon vote, the motion carried unanimously 3 to 0. REGULAR AGENDA NEW BUSINESS: 2R Overview of Council Subcommittee on Boards and Commissions Appointments Steve Kemp, City Attorney, gave an overview of the roles and responsibilities of the Council Subcommittee on Boards and Commissions Appointments. Discussion ensued regarding draft minutes of the various Boards and Commissions. The Council Subcommittee reiterated its desire to review draft minutes to better understand attendance, membership, activities, and functions of the Boards and Commissions for which recommendations for appointments are being made. 3R Board and Commission Vacancies HISTORIC PRESERVATION COMMISSION The term for Karen Garbe, regular member, expired in December 2010. Ms. Garbe is eligible for reappointment. Motion was made by Councilmember Evans, seconded by Councilmember Rivero, to reappoint Karen Garbe to the Historic Preservation Commission to a term ending December 2014. Upon vote, the motion carried unanimously 3 to 0. MUNICIPAL DEVELOPMENT AUTHORITY The terms for Jim Cutler, Leonard Spraker, Jim Torres, Steve Poe, and Shawn Hutchinson, regular members, expired in September 2009. All members are eligible for reappointment. Recommendations for appointments were not made for the Municipal Development Authority. The City Attorney will review the Authority’s by-laws and will make recommendations regarding staggered terms of appointments at the next Council Subcommittee meeting. PERSONNEL BOARD The term for Dennis Cheney, alternate member, expired in June 2010. Mr. Cheney is eligible for reappointment; however he does not wish to be considered for another term. A recommendation for appointment was not made for the Personnel Board. Staff will continue application solicitation efforts for this Board. PLANNING AND ZONING COMMISSION The term for Marc Melbo, regular member, expired in December 2010. Mr. Melbo is eligible for reappointment. A recommendation for appointment was not made for the Planning and Zoning Commission. Staff will continue application solicitation efforts for this Commission. SISTER CITIES BOARD The terms for Bonnie Apperson and Patty Fusco, regular members, expired in December 2010. Ms. Apperson and Ms. Fusco are eligible for reappointment. Recommendations for appointments were not made for the Sister Cities Board. VETERANS MEMORIAL BOARD The term for Larry Litchenberg, regular member, expired in December 2010. Mr. Litchenberg is eligible for reappointment; however he does not wish to be considered for another term. A recommendation for appointment was not made for the Veterans Memorial Board. Staff will continue application solicitation efforts for this Board. VOLUNTEER FIREFIGHER PENSION BOARD Anthony Tosca, regular member, resigned. A recommendation for appointment was not made for the Volunteer Firefighter Pension Board. Staff will continue application solicitation efforts for this Board. 4R Library Board David Hunenberg, Library Manager, updated the Council Subcommittee on the attendance, membership, activities and functions of the Library Board. Discussion ensued regarding technological advancements within the Library field. 5R Parks and Recreation Board JP de la Montaigne, Community Services Director, updated the Council Subcommittee on the attendance, membership, activities and functions of the Parks and Recreation Board, including naming efforts for the new municipal park. Staff Report: Staff reported that new draft reports were provided to the Council Subcommittee for review. Committee Report: None.
