HISTORIC PRESERVATION COMMISSION MINUTES CITY OF PEORIA, ARIZONA COUNCIL CHAMBER NOVEMBER 9, 2011 A REGULAR Meeting of the Historic Preservation Commission of the City of Peoria, Arizona, convened at 8401 W. Monroe St., Peoria, AZ in open and public session at 6:05 p.m. Members Present: Chair Shelby Duplessis, Vice Chair Karen Garbe, Commissioners Harold McKisson, and Steve Poe. Members Absent: Commissioners Priscilla Cook, Mike Fusco, and Gary Nelson. Others Present: Shawn Kreuzwiesner – Engineering Planning Manager, Steve Burg – Assistant City Attorney, Melissa Sigmund – Planner, and Bev Parcels – Planning Assistant. Opening Statement: None Read. CONSENT AGENDA All items listed with a “C” are considered to be routine by the Historic Preservation Commission, and were enacted by one motion. 1C DISPOSITION OF ABSENCE: Discussion and possible action to approve the absences of Commissioners Mike Fusco and Steve Poe from the July 13, 2011 meeting. 2C MINUTES: Discussion and possible action to approve the minutes of the Regular Meeting held July 13, 2011. The minutes from the July 13, 2011 were pulled off the consent agenda for further discussion. COMMISSION ACTION: Vice Chair Garbe moved to approve the Consent Agenda items minus the minutes from the July 13, 2011 meeting. The motion was seconded by Commissioner Poe and upon vote, carried unanimously. The July 13, 2011 minutes were discussed and clarified. Chair Duplessis asked for a motion to approve. Vice Chair Garbe moved to approve the minutes from the July 13, 2011 meeting. The motion was seconded by Commissioner Poe and upon vote, carried unanimously. REGULAR AGENDA NEW BUSINESS: 3R HISTORIC PRESERVATION COMMISSION 2012- 2013 WORK PLAN AND MEETING SCHEDULE: Discussion and possible action to approve the 2012-2013 Historic Preservation Commission Work Plan and 2012 meeting schedule. STAFF REPORT: Presented by Melissa Sigmund, Planner. COMMISSION COMMENT: Comments included possible speakers and topics for training, Castle Hot Springs area, and how to proceed with discussions regarding a possible Tractor Museum. PUBLIC COMMENT: None COMMISSION ACTION: No Action Required. 4R Palo Verde Ruin Interpretive Plan: Update on the draft Interpretive Plan for the Palo Verde Ruin prepared by consultant Logan Simpson Design, LLC. The plan includes recommendations for informational signage and other media to enhance the visitor experience and increase public understanding of the cultural resources of the site. STAFF REPORT: Presented by Melissa Sigmund, Planner. COMMISSION COMMENT: Questions were raised about the size of the Palo Verde Ruin area, signage opportunities, security of the area, and educational brochures. PUBLIC COMMENT: None COMMISSION ACTION: No Action Required. 5R PUBLIC HEARING – The City of Peoria Planning Division has updated the 2005 Historic Preservation Master Plan. The document includes a background on historic preservation in Peoria, a history of Peoria, goals for historic preservation in Peoria, and a description of the Local Historic Landmark & District designation process. STAFF REPORT: Presented by Melissa Sigmund, Planner. COMMISSION COMMENT: Comments included establishing an Urban Conservation District, and a kiosk in Old Town as an area resource or other possible locations for information to be obtained. PUBLIC COMMENT: None COMMISSION ACTION: Commissioner Poe moved to recommend approval of the updated Historic Preservation Master Plan. The motion was seconded by Commissioner Garbe and upon vote, carried unanimously. 6R CITY OF PEORIA ARIZONA CENTENNIAL EVENTS: Discussion and possible action concerning the City of Peoria’s Arizona Centennial Celebration Events and time capsule, and the Commission’s potential role in these activities. STAFF REPORT: None COMMISSION COMMENT: Discussion included suggestions and ideas about items for the time capsule. PUBLIC COMMENT: None COMMISSION ACTION: No Action Required.
